POSITION SUMMARY
 
The Regional Lead, HSE West plays a key leadership role within the HSE group supporting the effective implementation, maintenance, and continuous improvement of Strike’s Health, Safety, and Environment Management System (HSEMS).  This is achieved by partnering with and enabling appropriate levels of the Operations group (VP’s, area managers, superintendents, project managers, etc.) to integrate Strike’s HSE program into all aspects and stages of work.
 
Local to Whitecourt or willing to relocate.
 
CORE ACCOUNTABILITIES
  • Advise and support the effective implementation and maintenance of the Strike Health, Safety and Environment Management System.
  • Support client department(s) in trending analysis, safety planning, and execution to enable the reduction of undesired events and continuous improvement. Communication between the HSE Advisor and the respective Director and/or VP is key.
  • Support, facilitate, and participate in safety meetings and other related communication strategies.
  • Provide technical advice in supporting the development of HSE programs including codes of practice, safe work practices, safe job procedures, task hazard analyses, etc.
  • Support and advise client groups on the application of the corporate Contractor management system – pre-qualification, orientation, field evaluation and post-assessment.
  • Support and/or conduct work site and facility HSE evaluations and inspections, analyses and reporting, and other leading indicator processes.
  • Monitor site conditions and behaviors to identify risks and provide site leaders with input and recommendations to enhance safety performance
  • Participate in the Hazard Identification, Assessment and Control (HIAC) process through planning, execution and post-job evaluation.
  • Support and/or provide HSEMS training and coaching for client groups, and complete or coordinate the evaluation/selection of HSE training providers and programs.
  • Maintain regular visibility at business units and field job sites and offer staff support, coaching, and recognition
  • Coordinate the application and testing of the Emergency Response.Provide on-call support as applicable.
  • Support the implementation and execution of Strike’s Alcohol & Drug policy and program. This typically involves, but is not limited to, coordinating testing and transportation of worker(s) to testing facilities.
  • Assist, and provide leadership and support in event response, investigation, cause analysis, report writing and corrective action follow-up.
  • Assume a leadership role in worker injury resolution, modified work programs, and WCB claims management and recommend solutions where necessary
  • Liaise with regulatory authorities on workplace HSE matters as required.
  • Advise on HSE regulatory requirements, changes, etc.
  • Maintain up-to-date knowledge of and adherence to all applicable legislation, standards and guidelines, and influence the adoption of standards when applicable
  • Coach on and support the safety observation card (SOC) program and provide analysis, trending, and recommendations toward work planning and incident reduction.
  • Advise on chemical management within Strike’s HSEMS with respect to procurement and risk management decisions.
  • Coordinate and/or deliver training in fleet safety and journey management (FSJM); oversee monitoring, compliance and maintenance of proper records.
  • Advise and assist with the development of orientation, on-boarding, training and competency programs and processes.
  • Assist and ensure the maintenance of the employee safety training database
  • Assume a leadership role in ensuring the timeliness, thoroughness, accuracy, and completion of data within the incident management system.
  • Assist in the selection and on-boarding of HSE Coordinators and Site HSE Coordinators.
  • Supervise, coach, and mentor HSE Coordinators and Site HSE Coordinators.
  • Assume a leadership role in worker injury and WCB claims management.
  • Maintain HSE Auditor certification and perform associated duties as required.
  • Conduct oneself in a professional manner with respect to driving, and in accordance with Strike’s alcohol and drug policy and code of conduct.
  • Conduct and/or coordinate driver evaluations for drivers of Strike vehicles or vehicles used in the course of Strike business.
  • Network with HSE and industry peers for learning and information sharing opportunities.
POSITION LOCATION/ TRAVEL REQUIREMENTS
  • 50% travel to and from various field business unit locations across North Western Alberta
  • Must reside in the North Western region of Alberta
 
QUALIFICATIONS
Education
  • Completion of and occupational health and safety program from a recognized post-secondary institution
  • Relative diploma or bachelor’s degree (ie business administration, trade certificate) is considered an asset
  • CSO or CRSP designation preferred
Experience
  • Five years’ experience in progressive safety management in the oil and gas construction industry with proven leadership experience
